COUNCIL & CHECKS
Jacksonville City Council: Powers, Limits and the Public’s Role
By Fitz Desprez · September 16, 2026
Jacksonville’s 19-member Council is the legislative body. It makes local law, considers appropriations and performs oversight; the executive branch administers enacted policy within charter limits.
Council’s central work
- Consider ordinances
- Review and adopt the annual budget
- Authorize many contracts, borrowing and land actions
- Hold public hearings and conduct oversight
- Represent 14 districts and five at-large constituencies
Checks work both ways
Council should not substitute itself for professional daily administration, and a mayor cannot spend unappropriated money or ignore enacted law. FITZ4JAX proposes written fiscal impacts, public bill trackers and implementation reports.
